Clipston Neighbourhood Development Plan – Referendum Results

The Referendum for Clipston’s Neighbourhood Development Plan was held at the Village Hall on 2nd December 2021 with Clipston parishioners, who were registered to vote, being asked the following question:

“Do you want West Northamptonshire Council to use the Neighbourhood Plan for Clipston to help it decide planning applications in the neighbourhood area?”

The Referendum provided the following result:

Yes 86.7%

No 13.3%

The turnout (from an electorate of 543) was 42.9%

Following this majority vote in favour, West Northamptonshire Council (WNC) formally made the Plan on 3rd December 2021. The Plan now forms part of the Statutory Development Plan and will be used when determining planning applications in the Clipston Neighbourhood Area.

 Each household in the Parish hopefully should have received a copy through their door of an Executive Summary of the Referendum Version of the Neighbourhood Plan. 

 The Referendum Version follows an Independent Examiner’s report of the Plan, with various modifications he recommended and West Northamptonshire Council (WNC) then approving this.

 There will now be a referendum which will be on Thursday 2nd December 2021 (7 am to 10 pm) at Clipston Village Hall. This will follow a similar format to an election. All those registered to vote within the Parish can do so and will be given a ballot paper with the question:

 “Do you want West Northamptonshire Council to use the neighbourhood plan for Clipston to help it decide planning applications in the neighbourhood area?”

 There is no minimum turnout for it to be valid. If more than 50% vote “yes” then WNC is required to “make” the Plan. If this does not occur, then WNC takes no further action and the Clipston Parish Council would have to decide what it wishes to do.

 Whilst the Examiner’s recommendations retain the intention and objectives of the policies contained in the previous draft of the Plan, the one significant recommendation is the removal of the proposed residential site allocation off Naseby Road of 4 affordable homes and 6 market value houses.

After 14 months of forced closure, the village hall will reopen for polling day on 6th May and for general hire from 17th May.
It has self-certified as a Covid-secure venue with a QR code for NHS track-and-trace, hand sanitiser stations, a one-way system and additional signage.

A great turnout today for the '2021 Village Spring Clean'.
About 24 folks were there today to support Toby Alderson-Smith's Facebook & Courier Newsletter suggestion for the clean up day.

The consultation period for the Submitted Version of the Clipston Neighbourhood Plan (i.e. submitted to Daventry District Council) is now open: 9th February to 5pm on Tuesday 23rd March 2021.
